Members of the EU are: Austria, Belgium, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, The Netherlands. Nationals from these countries can work in the UK without a work permit.

What legal requirements are foreign workers obliged to fulfil?

Nationals from any of the other 24 EU countries are allowed to enter the United Kingdom freely and may take up employment without a work permit. The only requirement is that once a person begins work for an employer they must complete a form under the Workers Registration Scheme requirements and send it to the Home Office. There is a one-time fee of £50 payable by the applicant for registration. An employer is not obliged to pay this fee. They can do this by visiting: www.workingintheuk.gov.uk/working_in_the_uk/en/documents/all_forms.html and downloading the form, or by simply ringing: 0870 5210224.

How long can EU nationals work in the UK?

A candidate may remain in the UK for as long as they wish providing that they have applied for a National Insurance number and have registered themselves under the Workers Registration Scheme within 4 weeks of starting work in the UK.

What kind of Workers do you have?

Whether you’re looking for a hod carrier, a plumber’s mate or a nuclear scientist, we have them! Most have the equivalent training and qualifications compared to English skilled workers and many also speak English.

How do you find job seekers?

As well as advertising on job boards and other recruitment sites and message boards abroad, we work very closely with a number of foreign partners located in Eastern and Central Europe as well as the Baltic States.

We actively encourage job seekers to register with us and to leave their personal contact details and CV on our candidate recruitment web site: www.euro-resource.co.uk. The candidate registration process includes an English language skills self-assessment and probing questions provide us with an accurate picture of the candidates background.

Before being submitted, all candidates are interviewed face-to-face at one of our many centres abroad, and where appropriate, are asked to sit an English test designed to test their reading, writing, speaking, listening and comprehension skills. References are checked and qualifications and experience verified. Candidates are also asked questions designed to reveal their aspirations so that we can match these to our client's expectations.

How much should I pay them?

This depends on what your business can afford and also to some extent on the average pay for the type of work they will be required to do. To stay within the requirements of The National Minimum Wage Act 1998 you are required to pay at least the national minimum hourly rate. At the time of writing this was £5.05 per hour. Will they speak English?

For skilled occupations where a high level of English language ability is necessary in order to fulfil the role, all candidates are required to take an English language examination so that we can assess their suitability prior to submitting them as potential candidates to our clients.

Candidates with little or no command of the English language prefer to take less demanding jobs that do not require these skills.

When supplying teams or gangs of workers, we will always ensure that at least one member of the team has a more than adequate level of English to enable them to act as the interface between your managers and the other members of the team or gang.

What about Job Interviews?

A highly structured interview is conducted with a trained consultant, assessing each candidate in terms of their employment history and to uncover the candidate’s career motives, family situation and so on. Any gaps in a candidate's CV are also explored as are the reasons why they left each employer.

We can structure an interview according to any guidelines you give us, asking those questions that are most important to you and provide you with feedback to your questions for each individual candidate.

Qualifications

We perform checks to authenticate the qualifications that any candidate submitted to you must possess and also verify the period that the candidate has been using those skills with employers.

References

If possible, we check our candidate's last 5 years work history by applying for references from previous employers, this can be extended to include the last 10 years if this is required by you.

English Testing

Where a candidate can speak English, we also supply the results of an English Language Assessment.

Current Employer

We have ways of verifying the candidate's current employer using soft probing techniques that do not alert the current employer to the fact that the candidate is seeking employment elsewhere.

Degree Equivalency

Where a degree level candidate is required, we can apply for and supply a degree level equivalency report supplied by the National Recognition Information Centre (N.A.R.I.C.) Read more

Police Records Check

If security is a consideration, we can apply for and supply the officially certified results of a Police Records Check from the candidate's country of residence.

Video or Telephone Interviews

Where candidates speak English and live within a reasonable traveling distance of one of our centres abroad or possess the necessary equipment themselves, we can arrange for you to interview them from the comfort of your office*, utilising the two-way video and sound transmission techniques available through broadband internet.

*You will need a computer with a broadband connection, a microphone, a web cam and already have or will need to create a free account through either Microsoft's or Yahoo's Messenger Service.

We will be happy to supply you with guidelines for conducting such interviews and also supply you with guidance on how to connect to Microsoft's or Yahoo's Messenger service.

Failing this you may wish to conduct an interview over the telephone to ensure you are happy with our selection. Again, guidance is available to you as part of our comprehensive service.

What about accommodation?

Workers locating to the UK from abroad initially expect some help with finding accommodation near to the place of their work and any monies paid by the employer to facilitate the relocation process can be deducted from wages; where temporary or contract workers are engaged, this deduction can be made by us and credited to your billing account.

In instances where it is impractical for an employer to devote the necessary time and resources involved in finding accommodation, we can often help for a small fee.

What do I need to know if I need someone on a temporary basis?

Most of the workers that we supply relocate to the UK for the purpose of taking up work. Because of having to relocate, we supply workers on a 'contract for services' for a minimum period of six months in line with the Conduct of Employment Agencies & Employment Businesses Regulations 2003.

Acting as a 'Recruitment Business' under the above regulations, we are responsible for and render the PAYE Income Tax and National Insurance deductions to the Inland Revenue.

We are also responsible for paying statutory holiday pay to temporary workers.

Can I offer permanent employment to someone I've taken on a temporary basis?

Yes you can. The procedure is that you either pay us a pre-agreed transfer fee, or alternatively elect to extend the original period of hire by a further 6 months, after which time the worker is yours. In the last instance, no transfer fee is payable.
